With regard to the facts stated in my telegram of the 15th November 1957 and in my despatch of the 4th instant, I was informed that Canada was not then being considered for further immigration of Indians as there were already sufficient Indians employed in Canada & that the Canadian Government desired to discourage further immigration of Indians.
